Heat 1 cup of water in a pan over medium-high heat and bring it to a boil.
Once the water comes to a boil, add 1 package (3 oz) noodles to the pan and cook the noodles for 2 minutes. Do not over cook otherwise the noodles will become mushy.
Drain the extra water and transfer the noodles back to the pan.
Add 1 cup milk, seasoning packet, ½ teaspoon garlic powder, ½ teaspoon butter, ¼ cup grated cheddar cheese and ¼ teaspoon ground black pepper and stir gently until the cheese melt and the sauce is creamy.
Garnish with 1 teaspoon chopped scallions and serve immediately!
