Add sweetened condensed milk and whole (full-fat) milk to a non-stick heavy-bottomed and wide pan.
Mix well until the condensed milk is combined well with the milk.
Cook for 20-25 minutes. Stir in ground nutmeg and ground cardamom and mix well.
Stir in chironji and slivered nuts. Serve hot, warm, or chilled.
